Luis Estevez will present on “The Irvine Great Park, Past, Present, and Future Plans.” – Tuesday, November 4, 2025

Luis Estevez was appointed the Director of the Great Park in July after serving six months as the City’s Acting Director of Public Works.  Luis came to Irvine with over 25 years of local government experience after serving multiple cities throughout Orange and Los Angeles Counties. Luis most recently led the Public Works Department in Placentia as their Deputy City Administrator for over eight years.  Amongst many critical Capital Improvement Projects, a few of Luis’ accomplishments in Placentia include delivering a Citywide fiber optic broadband network, a Homeless Shelter, and a new Public Safety facility. He is most proud of improving the average Pavement Condition Index from 67 upon his arrival to 78 just five years later.

Mr. Estevez also brings a great deal of leadership capacity to his new role having served as a supervisor and manager for his entire career. Luis excels at building teams, coordinating and collaborating effectively across departmental lines and mentoring and preparing the next generation of leaders. Luis is the consummate team player with a can-do attitude and will bring a great deal of passion and enthusiasm to his new role.
